The Vatican City State (Italian: Stato della Città del Vaticano; Latin: Status Civitatis Vaticanae), is a sovereign country, city-state, microstate, and enclave surrounded by, and historically a part of, Rome, Italy. It is also the second-least populated capital in the world. As governed by the Holy See, Vatican City State is an ecclesiastical or sacerdotal-monarchical state ruled by the Pope, who is the bishop of Rome and head of the Catholic Church.The highest state functionaries are all Catholic clergy of various origins. After the Avignon Papacy (1309–1377) the popes have mainly resided at the Apostolic Palace within what is now Vatican City, although at times residing instead in the Quirinal Palace in Rome or elsewhere.

The Holy See dates back to early Christianity and is the principal episcopal see of the Catholic Church, which has approximately 1.329 billion baptised Catholics in the world as of 2018 in the Latin Church and 23 Eastern Catholic Churches.[23] The independent state of Vatican City, on the other hand, came into existence on 11 February 1929 by the Lateran Treaty between the Holy See and Italy, which spoke of it as a new creation, not as a vestige of the much larger Papal States (756–1870), which had previously encompassed much of Central Italy.

From a Catholic viewpoint, the primacy of the bishop of Rome is largely derived from his role as the apostolic successor to Saint Peter, to whom primacy was conferred by Jesus, who gave Peter the Keys of Heaven and the powers of "binding and loosing", naming him as the "rock" upon which the Church would be built.

They feature some of the world's most famous paintings and sculptures. Vatican City has no taxes, and items are duty-free.
