Signed at the Hôtel d’York in Paris, it marked Britain’s formal recognition of American independence and established the young nation’s borders from the Atlantic to the Mississippi River, and from Canada to Spanish Florida. The American commissioners—John Adams, Benjamin Franklin, and John Jay—negotiated directly with British representative David Hartley. Ratified by Congress in January 1784 and by King George III in April, the treaty also granted Americans fishing rights off Newfoundland, access to the Mississippi River, and provided for the release of prisoners and repayment of debts on both sides. It recommended, but did not require, restitution of property to Loyalists. The treaty formed part of the broader Peace of Paris, which also included separate treaties between Britain and France, Spain, and the Dutch Republic.
