Studied at the studio of N. Samokish in Simferopol (1922-1930) and at the I. Repin Institute in Leningrad (1932-1937). He lived in Leningrad (1938-1940) and in Crimea (from 1946). He worked primarily in landscape painting, particularly watercolors. Honored Artist of the RSFSR (1978) and People's Artist of Ukraine. The artist's works are held in museums of Ukraine and private collections in Ukraine, Russia, Japan, and the United States. Yakov Basov is considered the best marine painter of Ukraine of the Soviet period.
