The date places the signature shortly after the fall of Saigon in April 1975, during Ky’s period of exile in the United States.

Nguyen Cao Ky (1930–2011) was a South Vietnamese military officer and political leader who served as Prime Minister of South Vietnam from 1965 to 1967 and later as Vice President under President Nguyen Van Thieu. A former commander of the Republic of Vietnam Air Force, Ky was a prominent and controversial figure during the Vietnam War and later lived in the United States following the communist takeover of South Vietnam.
