It features the official Commonwealth seal affixed in the lower left corner.

The document bears Monroe's signature "” rendered in the characteristic "Jas Monroe" script "” at the lower right, consistent with authenticated examples from his gubernatorial tenure (1799–1802). Monroe would go on to serve as the 5th President of the United States (1817–1825), making his early gubernatorial signatures rarer and highly sought after by collectors of presidential Americana.
