The certificate is issued by American Legion Post Office Post #311, Miami, Florida, and formally presented to Frank Sturgis. It is signed by the post commander and adjutant and dated March 11, 1989. The document bears the official American Legion seal and is fully completed in period red ink.
The certificate is housed in its original frame, measuring approximately 10.25 x 12 inches overall.

Frank Sturgis (1924–1993) was a Cuban-American operative, soldier of fortune, and political activist best known for his role in the Watergate burglary, where he was one of the five men arrested inside the Democratic National Committee headquarters in June 1972. Beyond Watergate, Sturgis has long occupied a controversial place in American history due to his associations with anti-Castro operations, intelligence circles, and his later implication—though never proven—in various theories surrounding the assassination of John F. Kennedy.
