In the manuscript, Sturgis asserts that the Italian Carcano rifle was “not an accurate weapon” and argues that the three shots attributed to the assassination were too closely spaced in time to support the official narrative of a lone gunman. He questions how Jack Ruby was able to enter the Dallas Police headquarters unchallenged, and raises concerns about why the Dallas Police kept no recorded evidence following more than twelve hours of interrogation of Lee Harvey Oswald.
Sturgis references the findings of the Warren Commission, noting that it concluded there was no evidence of a conspiracy involving either Oswald or Ruby, but then contrasts this with claims he attributes to intelligence reporting. He writes that an alleged agent from a Central American country claimed to have seen Oswald at the Cuban Consulate in Mexico City, where Oswald was supposedly offered $6,500 for a murder contract on President Kennedy. Sturgis further cites an Associated Press story dated September 1963, stating that Fidel Castro allegedly threatened the lives of U.S. leaders in retaliation for attempts on his own life.

Frank Sturgis (1924–1993) was a former CIA operative and anti-Castro paramilitary who became infamous as one of the five Watergate burglars arrested in 1972 at the Democratic National Committee headquarters. Beyond Watergate, Sturgis has long been a subject of JFK assassination conspiracy theories due to his intelligence connections and murky activities in Cuba. Some theorists, including New Orleans District Attorney Jim Garrison, suspected him of involvement or knowledge relating to the assassination of John F. Kennedy in 1963. Though no official evidence ever linked him directly to the crime, his association with key figures and covert operations has kept his name prominent in speculative accounts of the event.
