Frank Sturgis original Department of Public Safety taxi driver license, issued in 1943 under his legal birth name Frank Angelo Fiorini, measuring approximately 4.25 x 7 inches. The license was issued by the City of Norfolk and features an affixed original photographic identification of Fiorini, secured with period staples, along with a taxi operator number placard reading “TAXI OPER. NO. 1232.”
The permit lists a city expiration date of December 31, 1950 and notes issuance pursuant to an ordinance adopted June 22, 1943. Printed warnings instruct that the license not be bent or folded. The document bears the printed name of Calvin H. Dalby, Director of Public Safety, and is authorized by Capt. H. E. Hutchinson, whose signature appears at the lower right. Passenger advisory text instructs riders to retain the driver’s name and number and refer complaints to the police division.
The verso is titled “Arrest Record” and contains ruled lines for entries. One typed entry reads “Works for Tillers – 2/27/50”, with no charges or dispositions otherwise recorded. Staple remnants and filing impressions remain intact, reflecting its original working use as a municipal identification credential.

Frank Sturgis (1924–1993) was a former CIA operative and anti-Castro paramilitary who became infamous as one of the five Watergate burglars arrested in 1972 at the Democratic National Committee headquarters. Beyond Watergate, Sturgis has long been a subject of JFK assassination conspiracy theories due to his intelligence connections and murky activities in Cuba. Some theorists, including New Orleans District Attorney Jim Garrison, suspected him of involvement or knowledge relating to the assassination of President John F. Kennedy in 1963. Though no official evidence ever linked him directly to the crime, his association with key figures and covert operations has kept his name prominent in speculative accounts of the event.
