Established in 1934 by Theodor Eicke, who standardized the camps' brutal regime starting at Dachau, the IKL later became Amtsgruppe D within the SS-Wirtschafts-Verwaltungshauptamt (WVHA) in 1942 under Oswald Pohl, though many documents retained the older IKL designation.
