The cover features period wartime imagery alongside a World War II–themed Canadian stamp with an Ottawa, Ontario day-of-issue cancellation. Westmoreland’s bold blue-ink signature appears across the lower portion of the cover.

William C. Westmoreland (1914–2005) was a career U.S. Army officer best known for serving as commander of U.S. Military Assistance Command, Vietnam, from 1964 to 1968. A West Point graduate, he later became Chief of Staff of the U.S. Army, overseeing the force during a period of major transition following the Vietnam War. Westmoreland remains a central and often-debated figure in 20th-century American military history, closely associated with U.S. strategy during one of the most consequential conflicts of the era.
