The cover features period imagery highlighting early Allied mobilization and training efforts, paired with a World War II–themed Canadian stamp and Ottawa, Ontario day-of-issue cancellation. Foss’s inscription and signature appear prominently at center, including his Marine Corps squadron designation.

Joe Foss (1915–2003) was a United States Marine Corps fighter pilot and one of the top American aces of World War II. Flying with VMF-121 in the Pacific, Foss was credited with 26 aerial victories, tying Eddie Rickenbacker’s World War I record. For his extraordinary combat leadership and skill, he was awarded the Medal of Honor in 1943. After the war, Foss remained active in public life as a broadcaster, conservation advocate, and Commissioner of the American Football League.
