The cover features period imagery highlighting Allied mobilization and training efforts, paired with a Canadian World War II–themed stamp and an Ottawa, Ontario day-of-issue cancellation. Burke’s autograph appears prominently in blue ink across the lower portion of the cover, with an additional inscription noting his rank as Admiral, U.S. Navy (retired).

Arleigh Burke (1901–1996) was a highly decorated U.S. Navy admiral best known for his aggressive leadership during World War II and his later service as Chief of Naval Operations during the early Cold War. As a destroyer squadron commander in the Pacific, Burke earned a reputation for decisive action and tactical brilliance, playing a key role in major naval battles against Japan. After the war, he helped shape modern naval strategy during a period of rapid technological change, overseeing the expansion of missile programs and nuclear-powered fleets. The Arleigh Burke–class guided missile destroyers, still in service today, were named in his honor.
