Limp printed wrappers, lightly creased, lacking stiff gray wrappers, rear wrapper heavily soiled from adhesive residue; scattered light foxing. Lot also includes a typed letter signed by Congressman Jennings Randolph, dated February 17, 1937, transmitting the pamphlet. Halter T627
