Lot includes a typed letter signed by Congressman Jennings Randolph, dated February 2, 1939, in part: "...Replying to your letter of January 23, let me say because of a ban, at the present time, on the signing of photographs, speeches, etc. it was not possible to get the President's signature on the Inaugural Address, which I am sending you under separate cover.
