Charles Howard, 11th Duke of Norfolk autographed clipped signature portion from a larger official manuscript, dated December 9, 1783, affixed to a slightly larger backing sheet. The fragment retains Howard’s signature executed as “Surrey”, reflecting his courtesy title as Earl of Surrey, and includes a well-preserved original red wax seal applied at the time of execution. The remaining manuscript text references authority granted “under my Hand and Seal,” consistent with formal warrants or legal instruments issued by senior members of the British aristocracy.

Charles Howard (1746–1815), 11th Duke of Norfolk, was the Premier Duke of England and hereditary Earl Marshal, one of the highest-ranking officers of state in Britain. A prominent Whig and advocate for political reform, he was a supporter of Catholic emancipation and parliamentary reform during a turbulent era that included the American Revolutionary aftermath and the French Revolutionary period. His political views occasionally placed him at odds with the Crown, leading to temporary exclusion from court.
