The cover features the official Israeli commemorative sheet designed by Yaacov Agam, incorporating his colorful geometric artwork, along with Independence-themed cancellations. Shamir has signed in bold blue ink.

Yitzhak Shamir (1915–2012) served as Israel’s seventh Prime Minister, holding office from 1983–1984 and again from 1986–1992. A former leader of the Lehi underground movement, Shamir later became a senior member of the Likud party. His premiership was marked by a firm security stance, the 1991 Madrid Peace Conference, and the immigration waves of Ethiopian and Soviet Jews to Israel.
