Horace Barnett Samuel (1883–1950) was a British-Jewish lawyer, writer, and translator. Born on May 28, 1883, in Birmingham, England, he pursued a legal career and became known for his work as a translator. During World War I, Samuel served as an officer in the Jewish regiments, which brought him to the Land of Israel in 1918. In 1920, he was appointed as a judge and later became president of the military courts in the Galilee. He eventually settled in Jerusalem, establishing one of the city's first and largest law firms. Samuel is also remembered for defending Avraham Stavsky and Zvi Rosenblatt during the Arlozorov murder trial.
His father was associated with Barnett Samuel and Sons Ltd, a company that manufactured the "Decca Dulcephone," a portable gramophone introduced before World War I. In the 1920s, the company transitioned into record production, becoming The Decca Gramophone Company.
