A printed pamphlet signed "with compliments R. B. Hayes" as President, four pages, 9.5" x 6" folded, Cleveland, Nov. 4, 1880. The text of Hayes' "Remarks" on the occasion of James Garfield's election as President. Exhibited weakened folds with a tiny bit of chipping at right edge, two ½" fold tears at edges and a small split at middle, otherwise in very good condition.

It reads, in very small part: "…The people of the United States, of all parties and of all sections, have many solid reasons for rejoicing over the result of Tuesday's election…Possibly the weakest point in our system is that our Constitution does not adequately provide for the ascertainment and determination of the result of the Presidential election when it is close and doubtful and disputed, and, therefore, my friends, it is a subject of congratulations and rejoicing to all good men of all parties that the question is settled…As Citizens of Cleveland…we rejoice now that he is worthy of the success he achieved…We find that General Garfield is to-day the model self-made man of our country…under the wise, moderate and firm administration of General Garfield, our country is to have an era of prosperity not surpassed…Extending to all of the States their States rights, he will desire of them, and require of them, that they shall extend to every citizen his individual rights…".

After serving one term as President, Haye declined reelection. In one of the closest elections on record, Garfield beat Civil War hero Winfield S. Hancock by a mere 7,368 votes, less than one-tenth of one percent of the total votes cast.

Offered with: an Executive Mansion transmittal cover, 5.25" x 3", canceled Washington, Nov. 17, 1888 [?], addressed by Hayes to "Hon. Geo. K. Foster 58 Wall St. New York, N.Y." Hayes also crosses-out the text at left edge. Exhibits expected light wear, otherwise very good.
