Typed document with autograph revisions (unsigned), along with a lengthy autograph document, being the draft of a speech for Annual Convention of the U.S. Jaycees (in San Antonio, TX), 10pp., 8.5 x 11", (typed with ink revisions); with a 5 pp. autograph in pencil and black pen, Washington, June 24, 1981. Fine condition.

In very small part: "…Let me say how happy I am to be here with you this afternoon…I didn't come here bearing bad tidings. You know if you're a fisherman, the best day to go fishing was yesterday. That's when they were biting…The good news I bring is that tomorrow will be better…When your entire membership decided for the first time in 30 years to rally around a single political issue—support of our economic recovery program — millions of Americans followed your lead and sent a loud, clear message to Washington — "Enough is enough!" I think Congress just heard you again! Which just proves Washington is still the only city where sound travels faster than light. If you keep the heat on long enough, they may even end up seeing the light…".

Reagan's speech continues in holograph: "…Cutting the increase in the rate of spending is only one point of our ec[onomic] recovery plan…If I could paraphrase Will Rogers line about never having met a man he didn't like, it seems that some in govt. never met a tax they didn't hike…".
Reagan continues with a detailed sketch of his economy plan, adding: "…This is just a hasty sketch of the tax changes for individuals. It will provide incentive because people don't work so they can pay taxes. They work to earn more after tax income…We survived a Great Depression that toppled govts. We came back from Pearl Harbor to win the greatest mil. Victory in world history…Don't tell us we can't be trusted with an increased share of our own earnings…". Much more.

The United States Junior Chamber, known as the Jaycees, was established in 1920 to provide young men with leadership skills through service to others. Some notable members included Charles Lindbergh, Elvis Presley, Larry Bird, Bill Gates, and several presidents – such as Reagan!

This speech was delivered a scant two months before Reagan signed the Economic Recovery Tax Act of 1981 (in August), which brought reductions in individual income tax rates, the expensing of depreciable property, incentives for small businesses, and incentives for savings. Five years later, Reagan introduced the Tax Reform Act of 1986 brought the lowest individual and corporate income tax rates of any major industrialized country in the world.
