Signed "U.S. Grant" at conclusion, with countersignature of the Acting Secretary of State, the document dates from the opening days of Grant's second presidential term. As both Commanding General of the Union Army and later the 18th President of the United States, Grant was one of the most consequential figures of the Civil War and Reconstruction era.
