(1802 - 1882) Union brigadier general, a favorite of Lincoln who served as Chief of Ordnance of the U.S. Army. Fine content and association war-date manuscript L.S. on Ordnance Office letterhead, 1p. 4to., Washington, D.C., Oct. 31, 1863, to Elisha K. Root, president of Colt Firearms. In part: ‘I transmit herewith Quintuplicate copies of a Contract and bond for Fifteen thousand Revolvers, which Contract you will be pleased to execute and immediately return to this Office….’ Ramsay signs boldly at the conclusion in black ink. Shows a pencil identifying inscription at lower left, with original mailing folds and faint toning to the top edge, otherwise in fine condition overall.
